Constellation: USA's Largest Green Energy Procurement

Constellation, America's biggest producer of clean, emissions-free power, has secured contracts surpassing US$1bn with the US General Services Administration (GSA).
This agreement sets a new record as the largest federal clean energy procurement in the history of the GSA.
It encompasses the delivery of carbon-free electricity to more than 13 government agencies and the introduction of energy-saving measures across significant facilities.
Positioned at the helm of sustainable energy initiatives in the US, Constellation leverages its robust nuclear, hydro, wind and solar resources.
This allows the company to facilitate extensive energy transitions and achieve its progressive carbon-free objectives.
A boost to federal energy supply
Under a 10-year contract valued at US$840m, Constellation is tasked with supplying the GSA with more than one million megawatt hours (MWh) of energy annually from 2025.
This clean and emissions-free power will benefit diverse agencies including the Department of Veterans Affairs, the National Archives and the National Park Service among others.
To fulfil this demand, Constellation is setting plans in motion to enhance its existing clean energy infrastructure through strategic 'uprates' – upgrades that increase plant output.
The reach of this contract extends across various states such as Illinois, Maryland, New Jersey, Pennsylvania and Ohio.
The energy provided under this agreement is vital for supporting essential operations across multiple agencies, including the US Mint and the Federal Bureau of Prisons.
It even caters to public transportation needs through the Washington Metropolitan Area Transit Authority.
This significant procurement is in alignment with the federal government’s wider agenda to lower emissions and shift towards sustainable energy sources.
“For many decades, Constellation’s nuclear fleet has provided carbon-free, reliable, American-made energy to millions of families and institutions,” says Joe Dominguez, Constellation President and CEO.
“Frustratingly, however, nuclear energy was excluded from many corporate and government sustainable energy procurements. Not anymore. This agreement is another powerful example of how things have changed. Under this agreement, the United States government joins Microsoft and other entities to support continued investment in reliable nuclear energy that will allow Constellation to relicense and extend the lives of these critical assets.
"In combination with the Crane restart announced previously, Constellation and its partners will add approximately 1,100 MWs of 24/7 clean energy by 2028, enough energy to power over one million homes.”
Transforming energy efficiency in federal buildings
Constellation’s role extends beyond mere energy supply.
It has also secured a US$172m Energy Savings Performance Contract aimed at boosting energy efficiency across five GSA-owned facilities in the National Capital Region.
The upgrades focus heavily on energy conservation technologies and building retrofits designed to decrease emissions, reduce costs and modernise infrastructure.
The planned projects include the implementation of LED lighting, enhanced weatherisation, window replacements and comprehensive HVAC system upgrades.
A particularly transformative element of this initiative is the transition from steam to electric heating systems in four facilities in Washington, DC.
"This historic procurement locks in a cost-competitive, reliable supply of nuclear energy over a 10-year period, accelerating progress toward a carbon-free energy future while protecting taxpayers against future price hikes," says Robin Carnahan, GSA Administrator.
"We’re demonstrating how the federal government can join major corporate clean energy buyers in spurring new nuclear energy capacity and ensuring a reliable, affordable supply of clean energy for everyone."
Through the installation of electric boilers and heat pumps, these enhancements offer impactful energy-saving measures.
Not only can they lower emissions, but they also set a benchmark for energy efficiency in urban federal buildings.
Required construction and training
The upgrades’ construction phase kicks off in January 2025 and is expected to span approximately 42 months.
Besides the infrastructure enhancements, Constellation is committed to delivering preventive maintenance services and training GSA staff.
This comprehensive approach ensures the buildings not only achieve but sustain peak performance levels, further supporting the federal government's sustainability ambitions.
By securing and managing these contracts, Constellation reaffirms its capability to meet complex energy needs while propelling the nation towards a carbon-free future.
Almost 90% of its power generation is already carbon-free, with a target to reach 100% by 2040.
As these projects progress, Constellation is poised to assist governmental agencies in meeting their sustainability targets and fortifying the US government’s commitment to clean energy solutions.
